Vision of the library: a creative, innovative library that closely interacts with university life-integrated into learning, teaching, research; providing access to knowledge around the world and promoting intellectual assets in the educational process.
Library the IEC today, as information and educational and cultural centre, is committed to the quality education and training of highly qualified specialists; provides book fund and modern e-resources, appropriate educational programs of the university; is in a continuous process of interaction with faculties and departments: exploring user needs, provides information services, conducts regular exhibitions of new acquisitions, as well as developing cooperation with other universities of city and country. In the daily educational and scientific process of the university, the library strives to create optimal conditions for its users. All the activities of the library are aimed at making the reader feel comfortable, get the necessary information, due attention of employees and moral satisfaction from each visit.​
The IEC Library users have free access to the electronic library Republican interuniversity electronic library (REIL), you also have access to world renowned databases at the national subscription MES Scopus, Web of Science, Science Direct, received the test access to the databases EBSCO, Springer, and to the Russian base ACU (Association of Construction Universities), the electronic library system IPRbooks.
During the academic year, an Electronic catalog and an Electronic library are formed on the basis of KABIS. The KABIS system is designed for complex automation of library processes and creation of electronic catalogs, as well as full-text databases. In parallel, we are working with the RMEB to transfer information to the General electronic Fund of educational literature. The IOC library has a cooperation agreement on the IBA (interlibrary subscription), with the al-Farabi KazNU, AUES, University of International Business, Kazakh State Teacher Training University etc.
The IEC Library has 85 computers, including 68 computers with Internet access for users, and 17 computers for automating library processes.
Educational and methodical literature includes teaching AIDS, manuals, didactic, visual AIDS, educational and methodological developments – guidelines or recommendations for the study of the discipline, guidelines for the implementation of laboratory, course, diploma and other types of written work, reference manuals and publications on academic disciplines.
The Scientific Fund of the University library includes a list of books of monographic, scientific and scientific-production nature, covering the field of research, corresponding to the directions and specialties of training specialists.
The library's collection also includes encyclopedias, dictionaries, reference books, commentaries, literary works studied under the program, laws, regulations, periodicals, including Bulletin of the organization of education, collections of scientific papers, international conferences that correspond to the profile of training.
Own publications of educational literature include textbooks, teaching AIDS.
Own publications of methodological literature include guidelines, instructions and manuals for the study, development of academic disciplines, the implementation of certain types of educational work.
The processes of collection, acquisition, storage, and write-off of educational and scientific information assets of the University are carried out in accordance with the methodological materials on the work of libraries of educational organizations.
Textbooks are acquired on the basis of the following ratios provide each student the level of education and differentiation of educational literature:
Depending on the specialisation (profile of the university and the students) the ratio of book procurement can be differentiated and be in accordance with the cycles of disciplines approved by the State obligatory standard of education of RK: Scientific publications and other types of documents are purchased based on the principle of satisfying readers ' requests in reading rooms, on a subscription, at the point of issue in educational buildings.
